Implementing laws requires that officials be able to make tradeoffs and accommodations, adjusting to circumstances before them. Instead they are tied in legal knots, unable to act sensibly because of detailed controls imposed by Congress or because of regulatory micromanagement. The effect is to hamstring both officials and citizens. Civil servants are virtually unmanageable.
