Howard on PBS The Journal Editorial Report, August 5, 2005 Appearing on PBS's The Journal Editorial Report, Common Good Chair Philip K. Howard explained that justice cannot be the foundation of freedom unless judges decide who can sue for what.
"We need to get beyond tort reform," Howard said. "It is not about stopping this kind of lawsuit or that kind of lawsuit. It is about developing a system of justice that is fair to whoever is right."
