Common Good Chair Testifies Before New York City Council

February 8, 2005

Sitting next to a seven foot poster detailing the steps required to suspend a disorderly student, Common Good Chair Philip K. Howard told the New York City Council Education Committee that we need a total reimagining of the way America runs its public schools.

Howard's remarks were given during hearings on discipline in the city's public schools. "Is legal micromanagement the right way to run schools?" he asked. "Maybe teachers and principals should be liberated to think for themselves. That's how successful schools have worked since the dawn of education, and how parochial and private schools work today."

Howard concluded, "America's schools require, not new reforms, but an organizational revolution to undo many reforms. Individual humans, not a legal labyrinth, hold the key to educating our children."
