Regs Stifle Schools, Study Says David Andreatta New York Post, November 30, 2004 The New York Post reported the findings of Common Good's new study, entitled "Over Ruled," which found that more than 60 separate sources of laws and regulations, with thousands and thousands of discrete obligations, apply to the typical public high school in New York City. These sources of law have been compiled in an entertaining web interface illustrating the burden of law on public schools nationwide.
The Over Ruled web page also features "How Do I?" flow charts that detail the intimidating and time-consuming procedures administrators must follow to make even relatively routing decisions, such as suspending a disruptive student, putting a note in a teacher's file, or conducting an athletic event.
