New York City School Principals Are Paralyzed by Laws, Rules, and Regulations

The New York Sun gave front-page coverage to Common Good's Over Ruled study, which found that more than 60 separate sources of laws and regulations, with thousands and thousands of discrete obligations, apply to the typical public high school in New York City. These sources of law have been collected in an entertaining web interface that illustrates the burden of law on public schools nationwide.

"Schools end up focusing precious resources on trying to comply with the law and figure out what the law is, rather than educating children," Common Good director of policy Nancy Udell told The New York Sun. "At some level we have to go back and assess what we have done here. ... Have we regulated and litigated schools to the point where people just can't accomplish their jobs?"

City Department of Education spokesman Michele Mc-Manus said Common Good's study is "on the mark. ... We need a system that puts the interest of children first, one that is built on a shared vision of high quality schools for all our children. ... Years of experience have demonstrated that we will not be able to regulate ourselves into success through micro-compliance or through micromanagment."

Eva Moskowitz, chairwoman of the City Council's Committee on Education, and Randi Weingarten, president of the United Federation of Teachers, both added their praises in The New York Sun. "[B]oth principals and teachers are suffering under the yoke of bureaucracy," Weingarten said.
